Fields of intervention of the institution and its past experience in trans-national co-operation actions

The Service for Hydraulic Works (SOI) belongs to the Department for Civil Protection of the Autonomous Province of Trento (PAT). It provides for technical and administrative fulfilments related to hydraulic works, dams and reservoirs, and lake harbours. Among other activities, it is in charge of the design, building and maintenance of hydraulic works, and of the maintenance of river beds. It also fulfils duties of prevention and assistance in case of severe disasters, in particular floods. The control of dams and reservoirs to limit river discharge in case of floods is also competence of SOI.

SOI has little previous experience in joining transnational cooperation actions, but a wide experience in these issues has been matured by other Services of the Province, which are for instance participating to INTERREG IIIB projects in the Alpine Space area (e.g.: FORALPS, METEORISK, VIA CLAUDIA AUGUSTA...). A dedicated office of the Province provides technical support to institutions participating to transnational programmes, helping them in respecting EU guidelines.

Specific role of the partner in the implementation and management of the project


PAT-SOI will commission further developments of a rainfall-runoff model already in use for the hydrological design of hydraulic works in mountain catchments. Such refinements entail a more confident evaluation of the return periods of extreme discharges in rivers, based on the hypothesis on non-uniform rainfall on the area of interest. This will allow defining the design discharge for new hydraulic works according to the probability of occurrence of extreme events. The estimation of the climatological occurrence of hydrological extremes involves: a) the stochastic generation of physically consistent precipitation fields by suitable statistical techniques; b) the downscaling of precipitation fields simulated by limited area numerical models of the atmosphere in selected case studies corresponding to historical floods. Real-time rainfall-runoff models will be developed for a series of basins in the Province of Trento . Results of the analysis will be stored in a GIS database.

As a further development beyond the HYDROCARE project, the calibration of hydrological models will also lay down the basis for the coupling with meteorological models in view of operational forecasting of floods.

Beyond technical activities, PAT-SOI will take care of disseminating the outcomes of HYDROCARE at regional scale, with particular focus on raising the common public awareness on issues related to best practices in water resource management and on hydro-meteorological risk prevention.

Why is this partner essential for the success of the project?

PAT-SOI will provide expertise in the field of hydrological analysis and design of hydraulic works in mountain areas. Moreover, it can provide a consolidated background in the fields of flood prevention and dams engineering and management.
